申请护照的照片随便找个citizen签字就行了，只有入籍的表格才需要特定的职业要求

护照照片后面签字是为了确认照片上那个人是申请者本人，而不是随便拿个照片换人头，所以只要是CITIZEN并认识申请者的确认签字就行了
