103官方说法是递的时候在境内或境外都行，但if an applicant is in Australia, an applicant may validly apply to the PVC or an office of the department only
if they do not have a ‘No Further Stay’ condition (eg. 8503) attached to the visa that they hold at time of application.所以有8503是不能在境内申请其他签证的。
