关于新政190州担保两年工作或生活承诺期猜想（vs 189）
这两天在看189和190的签证，里面都提到“Allows visa holder to live and work anywhere in Australia”，兴奋啊！<br />

分析后，个人觉得：<br />
1）190州担保不会取消两年工作或生活承诺期的要求，既然它担保你，肯定是要求你在它的州工作或生活两年的，不然它凭什么担保你？<br />
2）EOI后，190的签证处理周期要比189快，因为一旦州担保后就自动获得邀请。<br />

A：The two-year commitment is to the state that sponsors you, not DIAC. It is a moral obligation. By providing you with a sponsorship, the state is helping to expedite your visa because they require workers with your particular skill set.<br />

“Allows visa holder to live and work anywhere in Australia” 这句话中并没有任何时间状语，所以和州担保的2年居住并不矛盾，2年居住完了之后你当然可以live and work anywhere
2年居住期是你额外对担保你的州做出的承诺，在申请州担保时的declaration的内容中就有。既然已经签了declaration了，就说明具有约束力了（虽然只是道德上的约束）。
也就是说DIAC只管大的方向，所以用词会比较笼统，而各州会规定各自的细则。
