关于作文审题的问题



剑三里面有个大作文题目是：<br />
Improvements in health，education and trade are essential for the development of poorer nations. However，the governments of richer nations should take more responsibility for helping the poorer nations in such areas.<br />
To what extent do you agree or disagree with this opinion?<br />
<br />
这个题目中先提到“health，education and trade ”，后面又提到“in such areas”。是只限于这三个方面，或者是总论development。请大家指点下！

我怎么觉得题眼是富国应不应该帮助穷国发展。
举例的时候可以举上述三个领域的例子。
大概就是应该：穷国很难自己发展；富国帮助会大大有利世界XXXX；
不应该：帮助会破坏自己努力的动力
这些去写一写
