估计你没仔细看ADDITIONAL REQUIREMENTS FOR APPLICANTS WHO RESIDE OUTSIDE WESTERN AUSTRALIA，申请人不在WA的，要有要求的，Have an offer of employment for 12 months in Western Australia in
nominated or closely related occupation.

不是申请人不在WA的，而是申请人不在WA而在其他州的；我在china,china is definitely not an Australian State or Territory. So
