If you wish to move to another state as you are unable to find work you should speak to the nominating state authorities. As far as DIAC is concerned there is no condition on a 176 visa that you must reside in a particular state.

your 175 application will not be processed because your occupation is not in our priority list unless you have sponsorship. You have been granted a 176 - the same class of visa as a 175 - just a different subclass. Both are permanent visas. As far as DIAC is concerned you are free to live wherever you wish in Australia. However it will be courteous of you to negotiate with the state that sponsored you if you are going to leave the state.“
