1.总览

按购买力评价算,中国是世界第二大经济体。2009年末,中国取代德国成为世界最大商品出口国。中国是澳大利亚最大的贸易伙伴。最近十年来,中国对澳大利亚的重要性随着经济、政治和战略上的分量增长而增加。尽管在2009年慢下了脚步,中国经历了持续高速经济增长,最近二十年,GDP平均增长10%. 尽管经济体的大小和增长的迅速,财富在国家的分布不均,以人均购买力来计算,中国的人均国内生产总值还不足澳大利亚的五分之一。

对中国来说,2010年,向外移民的比例依然很低,仅有0.6%的中国出生人口居住在中国以外。在中国境内,受过教育的人移动更加频繁,有3.8%住在国外。对中国人来说,向外移民变得更加普遍(也更容易),过去十年里,中国移入澳大利亚的数量稳步增长。在2009-10年,有24 768人定居澳大利亚,而2000-01年是8473人。

中国出生的人构成了澳大利亚固定和临时移民的大部分。中国学生几乎占澳大利亚留学生入学总人数的20%,澳大利亚已经成为中国学生最想去海外留学的国家之一。永久移民因技术和家庭成员移民而增长。尽管大部分中国人是通过技术移民,但家庭成员移民也是一种主要的组成部分,很多中国人寻求家人团聚。自从2006-07年,通过家庭成员移民增长了69%,2009-10年,中国人是家庭成员移民中最大的一个群体。

一个很好的衡量标准是联合国的人类发展指数(HDI).人类发展指数是健康、教育和收入三合一的衡量指标。澳大利亚在这项指标中,评分很高,2010年得分0.94,仅落后于挪威成为第二名。

相比于其他东亚和太平洋地区,中国的人类发展指数是0.66, 地区平均指数是0.65. 中国的指数很合理。国际上,中国在169个国家排名中,占89名。

2.在澳洲的居民

在2009年末, 有350 980个中国出生的人居住在澳大利亚,比2006年人口普查时多了58.9%.中国人成为澳大利亚的第三大移民体--相当于澳大利亚海外出生人口的6%,澳大利亚总人口的1.6%.

对中国出生的澳大利亚人来说:

-男性比女性略多--54%比46%

-年龄中位数是34.6岁,比一般人口中位数低2.2岁。

-2010年12月的就业参与率是59%,略低于全国的5.0%.

-2010年9月,有165 800个中国人在澳大利亚工作,主要职业包括专业人士(22%),工人(15%),技术师和贸易人员(13%).

3.永久性移民和临时入境

2009-10年,总结

永久移民对澳大利亚人口的增长

有25 366个中国出生的永久移民增加到澳大利亚常住居民,使中国成为第二大(落后于英国)移民到澳大利亚的源头国家。澳大利亚常住居民中新增加的中国出生的居民:

-技术移民6938人,跟随的家庭成员移民7668人,占总永久移民的58%.

-家庭成员移民9641人,占永久移民总数的38%.

-人道主义项目和项目外中国出生的新西兰公民占余下的大部分:分别是2.4%和1.9%.

2009-10年,获准的永久移民

有24 768个中国人获得永久居民签证。新获得签证的人中:

-技术移民占59% (14 505个签证)每10人中有大概6人是雇主担保或商业技术移民。

-家庭成员移民占41% (10218个签证)差不多有一半是澳大利亚居民的伴侣。

2009-10年,临时入境签证

临时入境中获得签证的中国人中:

-有54 409人是学生签证,差不多四分之三是来澳学习本科或研究生课程。

-有2910个中国工人获得长期商务停留(457签证).注册的护士、熟练的肉类加工工人和计算机专业人士是澳大利亚国外招聘的主要的职业。
