1. Environmental problems are too big for individual countries and individual people to address. We have reached the stage where the only way to protect the environment is at an international level. To what extent do you agree or disagree with this statement?
------------------------------------------------------------------------------------------------
Environmental problems pose not only a threat to the general public but also an acute challenge to the government. In terms of environment protection, some people believe that the only way is international collaboration. Personally, I agree their view, but I would qualify it to some extent.

Undoubtedly, cooperation between different countries is the most efficient way of environment protection and there are plenty of evidences to confirm this. To begin with, due to the backward economy and growing population in some developing countries, a large number of forests are being cutting down for farmland each year. On this situation, if industrial countries provide more food support to these impoverished countries, not only can avoid worsening poverty and starvation but also decrease environmental disruption. Moreover, national cooperation serves as a platform for knowledge and technology sharing. Through this platform, one country can easily draw on other country’s successful experiences. In addition, some environmental problems are impossible for a single country to tackle such as greenhouse effect. To prevent global warming, all countries in the world should make joint efforts to decrease carbon dioxide emission.

However, the negative effects of national collaboration should never be ignored. One of the biggest problems is the conflicts of interests it brings about. For example, in order to conserve natural resources, some developed countries may import raw materials from developing countries at low prices. For the purpose of decrease pollution, postindustrial countries move heavily polluting factories to undeveloped countries. Instead of actually improving the environment, these kinds of international collaboration widen the gap between wealthy countries and poor countries.

Today, international collaboration has become an irresistible tend. What we should do is strengthen national communication and mutual understanding, and make the negative effects to the minimum.
