应该没有这么死板，不管是长登短登。仔细看看洲担保和移民局的条件是
* remain in the State or Territory for a period of at least two (2) years
呆至少两年，注意，没说是头两年，也没说是连续两年
* keep the State or Territory government informed of changes in address details before and after arrival
* be prepared to complete surveys and provide information as required.
具体可以问问各洲洲担保联系部门。从人性化的角度考虑，洲担保不应该等同于“软禁”两年吧。

有人说是从短登开始算累计两年，但不知道短登后，可以回国待多少时间，看来只有问维州了。

So long as you meet your visa requirements we are not concerned with regard to when you arrive and in many cases migrants do validate their visa and return when they have finalised their migration plans. The commitment expected of you is that you will inform us when you arrive to settle and that you remain in Victoria for the first two years after your settlement.
