清华认证和职业认证都要求开不在澳洲境内证明（因为交的申请费比境内申请人低），官方是这么写的A certified Statutory Declaration or Affidavitstating you are not in Australia at the time of applying。请问有人做过么？怎么做啊？<br />

还有如果在中国境内申请的，是不是所有的certified copy都只能在公证处开啊？那些警察，律师，大学教师可以公证，都是针对澳洲境内的吧？<br />
