2. Some people say that governments should pay for the public health care and education, while others say that it is not the government’s responsibility. Please discuss both views and give your own opinion.
In modern society, medical care and education have become an important part of one’s life. However, regarding the founding resources, there are two different opinions. Some people believe that the government should shoulder the responsibility, while others insist that people should pay for it by themselves.
These who hold the statement that government should pay for the public health care and education believe that it is the rights of citizens. That is true. As a taxpayer, a certain amount of money of money has been levied by government each year. In return, the government should allocate funds in public medical care and education. Besides, they view public medical care and education as part of welfare, which should be offered free to citizens. It is government’s obligation. Nevertheless, they seem to fail to take into account the fact that the investment of public medical care and education is rather huge, and it is impossible for government to undertake it.
The latter viewpoint based on the rule of “pay for gain”. Individuals benefit from health care and education. Thus they should pay the bills by themselves. To illustrate this point, the best example is that people with higher academic qualification often receive higher salaries than those without one. So they take it for granted that these so called well educated people should par for their further education. However, not all the citizens can afford the expensive medical care and education, which may cause a financial burden for the needy people.
Overall, my view is that the cost of public health care and education should be shared by both governments and individuals. If let only one side bears it, the burden will be too heavy. I also advocate that proportions can be calculated according to financial situation of the government and the welfare level of the nation.
