143签证补出生证明问题求助

昨天收到的补材料通知 143签证父母+弟弟（18岁以上在读）
邮件原文是：Procide a scanned copy of full birth certificate showing both parents‘ name for
； 1. ***  2.***
Only  a Notarial Certificate has been supplied for dependent applicant ，original birth certificate and it’s translation requested
Relationship certificate is not accepted in lieu of a birth certificate for sponsor，sponsor‘s birth
certificate requested.

要求我和我弟补出生证明和翻译，因为两个人都没有在医院出生（1996年1月1号前出生不补发出生证明），所以没有出生证明          想问这个出生证明可以是派出所开具的吗？    按照邮件内容，只有出生公证好像不够，他需要出生证明的复印件和翻译，求各位同学支下招
