请问父母移民143VISA里关于配偶的这段怎么解释啊？

You should include your partner in your Contributory Parent visa application unless there are compelling reasons . There might be limits on any subsequent Partner visa application if:

you were granted a permanent Contributory Parent visa on or after 1 July 2009
you were in a partner relationship on or before the Contributory Parent visa grant date
your partner did not apply for the Contributory Parent visa at the same time as you, or they withdrew that application .

是不是现在父母必须一起移民，不能像原来那样先办一个了？

就是问你为什么不一起申请，要给他们一个合理的理由。如果只办一个，这个人得了PR以后，要等5年才能帮另外一个人办配偶移民（除非你的那个理由他们可以接受）。
