我CO给我说的：

The 190 visa would still require your partner to meet functional English and unless you can demonstrate her functional english from other means then VAC2 does need to be paid again.

但是论坛上貌似有人用上次的收据就可以了，貌似交不交要看看CO。。。

但是官方又说cancel visa 可以退。。。

"The 2nd Visa Application Charge amount

can only be refunded in extremely limited circumstances, for example if the visa is cancelled before the visa holder enters Australia"

我去研究下怎么退。。
