我觉得移民局接线生都是糊弄人的，接电话的不是CO都没用。同样一个问题，我打两次，回答都不一样。你说我能相信谁

申请人如果在境内，就算没有8503，也是不能递交申请的。但是你作为你父母的联系人，是可以把材料在境内寄到perth。600没有8503的，是可以在境内申请一个老年人的过桥签证（具体编号不记得了），但是要求老人的年龄已经有65岁才能申请，申请之后不能随意离开澳洲直到pr下来

看第14页的表格, 说了可以在境内递.
但是如果移民局非要狡辩说: "代理人可以在境内递, 但是申请人必须在境外", 这个我觉得就属于无理取闹了. 这个表格就是给申请人看的呀.

大家别嫌弃我纠结，我刚又打电话去移民局详细问了，反复问了快20分钟，结果那个客服也被我搞得不确定了，又去和领导double check了一下。

他们的回答是这样的：103是否在进内的check只check你mail到达移民局的那一天（也就是你今天寄出特快，如果明天到，他就check明天的），其他时间都无所谓，fn会在5个月（可长可短）之后由admin审核给出。

我今天也打了接线员说没有8503也不能在境内递交关于父母什么时候在能返回澳洲他们回答是你收到ref no后一般2到3个月。到底哪个是准确的啊。。。。

我刚发邮件问过了，我把父母的600签证发给perth看，也是没有8503的，下面是签证官的回复，希望对大家有帮助

Based on the information provided your parents can apply for the 103 visa whilst they are onshore but they will not be able to wait for it to be processed. It will be at least 12 to 18 months before it can be assessed for a queue date and then it will wait in the queue for up to 15 years before a place becomes available in the Migration Programme.
If they apply offshore, they can visit Australia on a tourist visa.
The date of lodgement is the date it is received in the office, only when you receive your receipt will you know that it is a valid application. We normally receipt within a week but at this time of year the huge influx of applications means you may have to wait two or three weeks for a receipt to be issued.
