今年各州的smp什么时候出来？

在西澳的官网上找到了这个：
Changes to state sponsorship criteria

Skilled Migration Western Australia (SMWA) will assess state sponsorship applications under the Department of Immigration and Citizenship’s new points test criteria from 1 July 2011. No additional criteria will be implemented.

One existing criterion for state sponsorship will remain - graduate students applying for state sponsorship will need at least 12 months work experience in their nominated occupation after gaining their qualification. This work experience will need to be gained in Western Australia on a full time, continuous basis.

不是很清楚它的意思，难道是要求西澳一年工作经验？那offshore怎么办？

SMP是state migration program，州担保移民项目。

"under the Department of Immigration and Citizenship’s new points test criteria"，可是具体的new points test criteria在哪里有说明啊？DIAC官方的Points Test文件里似乎并没有说明具体的标准。
