按照sa的意思,是不是即使担保approve了,这个月也不见得能有invitation?

ACT政府是这么说的：

If ACT Government nomination is approved, you must send the notification of the DIAC SkillSelect Expression of Interest (EOI) within one month from approval date.

On receipt of the DIAC EOI notification, the MIS Unit will confirm your ACT Government nomination on SkillSelect and DIAC will immediately issue the invitation to apply for the subclass 190 visa.

当然有可能拿到州政府担保也拿不到邀请的可能。我说了，移民法是联邦层面的法律，州政府担保是技术移民的一种。它本身还是要在移民法框架内进行的。现在的EOI就是一个比分的框架。区别在于你不是跟189的人在比，你是190内部比。譬如有个190的人65分，你60分，如果移民局的配额是1个人，那么虽然你们俩都有州担保，还是他拿到邀请你没有。

具体请看移民局网站，注意最后一句话：
State or territory governments can select skilled workers who they want to nominate. State and territory governments may do their own assessment of people before they nominate them. If you are nominated by a state or territory and you have indicated that you meet the points test pass mark, you will then receive an invitation, subject to occupation ceilings.
什么叫subject to occupation ceilings?就是说，受配额限制的约束。既然有配额限制，除非申请人数少于配额，那么皆大欢喜，如果申请人数多于配额，那么就是从高到低排名。
