The applicant provides evidence of having achieved

an IELTS average band score of at least 6.0 on the

3 best of the applicant’s scores based on the 4 test

components of speaking, reading, writing and

listening in a test conducted:

15

(a) not more than 12 months before lodging the

relevant application to migrate; or

(b) at the time of the processing of the relevant

application to migrate

不知道理解的有没有错。雅思只要4门里面的最高分的3门平均分达到6，就可以得到15分了

感觉不像啊，这样跟4个6差太远了，和4项平均6差别也不小。
估计比较可能是：
过去12个月中考n次(n>=3)雅思，全部都没有达成4个6，但是四个小项里都曾经达到或超过6。
那么自己挑其中3次，把每次S的成绩相加，取平均结果，把每次W的成绩相加，取平均结果，等等
如果每项的平均都有6，就算接近4个6吧，给分比4个6少点，15分。
