无论是EA还是Vetassess，都是用本科认证的，本科以后的就算post-quanlification了
这个我发邮件问过移民局，下面是移民局的官方回复，说phd的工作经验可以算post-qualification的

PRE-GRADUATION WORK EXPERIENCE:
If you have undertaken part-time work experience while completing a course of study, you may count this towards any General Skilled Migration work experience requirements as long as you were employed on a paid basis for at least 20 hours per week at the skilled level. Generally, pre-graduation work experience would be at the 'semi-skilled' rather than the 'skilled' level and therefore not be acceptable.
An exception to this may occur if you have undertaken work experience during postgraduate or further study and you are already qualified for the particular occupation due to completion of a previous qualification. In this case, you may be working at the skilled level for that occupation.
