Effective from 1 July 2011
The Australian Institute for Teaching and School Leadership (AITSL) Ltd has been gazetted by the Department of
Immigration and Citizenship (DIAC) as the relevant assessing authority for the following school teacher occupations for the purpose of migration to Australia.
ANZSCO Code
241111 Early Childhood (pre-primary school) teacher
241213 Primary school teacher (not in SOL Schedule1 - July 2011)
241411 Secondary school teacher
241511 Special needs teacher
241512 Teacher of the hearing impaired
241513 Teacher of the sight impaired
241599 Special education teachers (not elsewhere classified)
The guide aims to assist applicants in preparing an application for assessment for one of these occupations. The guide is organised under the same sections as the Application Form for easy cross-reference between documents.
Assessment criteria
All applicants, regardless of where they completed their training, will be assessed against these three criteria. Applicants for this assessment are required to meet all the assessment criteria to obtain a successful outcome. 1. Educational
Completion of study assessed by AITSL as comparable to at least four years full-time higher education* level study (or part-time equivalent) in Australia, that results in a qualification/s comparable to the education level of an Australian bachelor degree or higher. 2. Professional
(i) completion of an initial teacher education qualification of at least one year full-time study (or part-time equivalent) at the higher education* level that includes a minimum of 45 working days of supervised teaching practice in an early childhood, primary or secondary school classroom setting.
Applicants applying for a special education teacher occupation with a designated ANZSCO code 2415 will be assessed against criterion 2 (i) and (ii).
(ii) completion of a specialised teacher education qualification in special education of at least one year full-time study (or part-time equivalent) at the higher education* level that includes a minimum of 45 working days of supervised teaching practice within a special education setting. These qualifications must be assessed as comparable to the education level of an Australian bachelor degree or higher.
*Higher education is education offered by a university or other recognised higher education institution, leading to the award of a degree or higher level qualification. The Australian Bureau of Statistics (2003).

3. English language
English language proficiency demonstrated by one of the following:
(i) completion of at least one year full-time higher education level study for an initial teacher education qualification in Australia, Canada, Ireland, New Zealand, the United Kingdom or the United States of America
or
(ii) an International English Language Testing System (IELTS) Test Report Form (TRF) with a score of seven (7.0) or more in each component of the Academic version of the test. The IELTS test scores must appear on a single IELTS TRF and be the results of a test undertaken during the 12 month period prior to submitting an application.
Assessment process
The fee for an assessment is AUD550 payable in advance.
On receipt of the application and approval of payment, AITSL will send a notification email with a reference number. Allow 5 -10 working days from the date AITSL receives the application.
AITSL is committed to processing all applications within 10 weeks from the date of the initial notification email, provided all the required supporting documents are lodged with the application.
AITSL operates on the basis that all applicants will submit a completed Application Form and all supporting documents. It is the responsibility of the applicant to ensure that all the required documents relevant to their situation have been submitted. Assessments will be delayed if AITSL has to request documents after the application has been received.
Successful applicants will receive their original Skills Assessment Certificate by mail. Delivery may take up to 3 weeks to addresses outside Australia. The certificate is valid for two (2) years from the date of issue.
Unsuccessful applicants will receive a letter explaining the reason/s for the assessment outcome.
This assessment is for migration purposes only and is not appropriate for obtaining professional teacher registration or employment in Australia.
A. Nominated occupation
AITSL assesses a nominated occupation based on the initial teacher education qualification. For ANZSCO code 2415 occupations, a specialisation or formal qualification in special teacher education is required.
As a guide Early Childhood (pre-primary school) teachers teach children aged 3 to 8 years of age. Primary school teachers teach children aged 5 or 6 to 12 years of age. Secondary school teachers teach children aged 13 to 18 years of age.
Applicants nominating the occupation of Early Childhood (pre-primary school) teacher may present initial teacher education qualifications that span the 0 - 5 years age group as well as the 3 - 8 years age group. To be acceptable, the qualification must include initial teacher education studies, including supervised teaching practice, for the 3 - 5 year age group.
AITSL assesses one occupation only for each application.
B. Applicant details
Complete all parts of this section including the applicant’s postal address and email, even if an agent is used, as AITSL may need to contact the applicant directly.
All applicants are required to provide a certified copy of the identity page of their passport and one passport

sized photograph that has been certified by one of the authorised persons listed in section K. of the Application Form.
Ensure an email address is provided as this is AITSL’s preferred means of contact.
Advise AITSL promptly of any change of email or postal address.
If the applicant has previously lodged an assessment application with AITSL, or Teaching Australia, list the application reference number/s.
C. Agent authorisation and contact details (optional)
Complete this section only if a registered migration agent, family member or friend is engaged to act on the applicant’s behalf. D. Senior secondary school education details
Provide the name of the final year of schooling award as titled in the country of issue. This will usually be the qualification received prior to attending university. Include the year the study commenced and finished. AITSL does not require a copy of this award/s for the assessment. E. (i) Initial teacher education qualification
This is the qualification required to teach in an Early Childhood (pre-primary school), primary or secondary school classroom. This initial teacher education qualification must involve at least one year of full-time study (or part-time equivalent).
Initial teacher education qualifications must contain a sequential program of study, appropriate to the age level and curriculum area\s in which the applicant is trained to teach, such as:
• curriculum development
• educational/developmental psychology
• classroom management
• teaching and learning methodologies
• supervised teaching practice of at least 45 full working days in the nominated occupation undertaken
in a school setting.
For the purpose of this assessment the following teaching qualifications are not considered as meeting the professional criterion - Montessori; Rudolph Steiner; educational administration; English as a Second Language (ESL); Teachers of English to Speakers of Other Languages (TESOL); Teaching English as a Foreign Language (TEFL) or similar.
Employment based routes into the teaching profession (for example the Graduate Teacher Program from England), which do not result in the issue of a formal academic award and academic transcripts by an accredited degree granting institution, will not meet the professional criterion.
Supervised teaching practice
If the final academic transcript for the initial teacher education qualification does not clearly state the duration of supervised teaching practice required for the awarding of this qualification, it will be necessary to obtain an original statement from the university.
The statement must be on official university letterhead, be signed and dated and provide information on the supervised teaching practice completed by the applicant for the award. The statement must also include the age range of the students taught during supervised teaching practice.
During the assessment process the information submitted by the applicant maybe verified against the program syllabus relevant to the applicant’s year/s of study and online university references. On occasions an applicant may be requested to provide an original syllabus for the program of study relevant to the year/s the study was undertaken.

E. (ii) Special education teacher qualification The foundation criterion for the assessment of special education teacher occupations with the designated ANZSCO code 2415 is a qualification to teach. Primarily these occupations will be assessed under the same criteria used by AITSL for the nominated occupations of early childhood (pre-primary), primary and secondary school teacher with the addition of specific qualifications in special education.
All applicants, regardless of where they have completed their initial teacher education qualification and/or special teacher education qualification, will be required to meet the educational, professional and English language criteria of this assessment.
Applicants seeking an assessment for a special education teacher occupation will also require:
(a) a specialisation, within the initial teacher education qualification in special education of at least one year in duration (full-time or part-time equivalent) and at least 45 working days of supervised teaching practice within a special education setting
or
(b) a formal qualification (graduate diploma or masters degree) in special education of at least one year in duration (full-time or part-time equivalent) including at least 45 working days of supervised teaching practice within a special education setting, following completion of a teacher education qualification.
If you meet the requirements of E (ii) (a) complete section E (i) of the Application Form.
If you meet the requirements of E (ii) (b) complete section E (i) and E (ii) of the Application Form.
The final academic transcript for the special education teacher qualification will include a sequential program of study that prepares the teacher to apply specialised knowledge, skills and teaching expertise to meet the individual needs of students.
Supervised teaching practice
If the final academic transcript for the initial teacher education qualification does not clearly state the duration of supervised teaching practice required for the awarding this qualification, it will be necessary to obtain an original statement from the university.
The statement must be on official university letterhead, be signed and dated and provide information on the supervised teaching practice completed by the applicant for the award. The statement must also include the age range and educational setting of the students taught during supervised teaching practice.
During the assessment process the information submitted by the applicant maybe verified against the program syllabus relevant to the applicant’s year/s of study and online university references.
On occasions an applicant may be requested to provide an original syllabus for the program of study relevant to the year/s the study was undertaken.
F. Other higher education qualifications
List all other academic qualifications completed at university/higher education level. All applicants are required to provide award certificates and official transcripts for each year of study for each higher education level qualification.
Do not include short courses (less than one year of full-time study), professional development programs or incomplete qualifications, as they will not be considered.
G. Australian teacher registration (optional)
For applicants who have registered to teach in Australia, indicate the state or territory of registration and provide a certified copy of the teacher registration/license card/s.
Registration, accreditation or licensing with an Australian teacher registration body will not guarantee a successful outcome for this assessment.

H. Evidence of English language proficiency
All applicants must provide evidence of English language proficiency by meeting the requirements of one of the options (i) or (ii) detailed in assessment criteria (3) of this Application Guide. I. Skilled employment statement (optional)
AITSL will provide advice as to whether claims of skilled employment in the nominated or a closely related skilled occupation are comparable to the professional level of that occupation.
Skilled employment is not an assessment criterion for an AITSL assessment. An applicant can select to have AITSL provide advice for the purpose of DIAC’s points test. Applicants who do not select a skilled employment statement will not be disadvantaged in the AITSL assessment process.
AITSL will base the skilled employment advice on an original statement of employment from each relevant employing authority. This may include a school authority, department of education, school board or principal.
The original statement from the employing authority must be on official letter head, signed and dated and include the following details:
• name of employer
• address of employer
• dates of employment start (dd/mm/yy) finish (dd/mm/yy)
• title of position/job
• hours employed per week
It is the responsibility of the applicant to provide comprehensive evidence of skilled employment in the nominated occupation to enable AITSL to provide an opinion for consideration by DIAC. Employment in the nominated occupation in Australia and/or overseas in the past ten (10) years will be considered.
An AITSL skilled employment statement will be provided to applicants who request a statement, submit appropriate evidence and who receive a successful assessment outcome. The AITSL skilled employment statement will be attached to the assessment outcome cover letter. This statement is for lodging with the General Skilled Migration visa application.
Skilled employment undertaken after the awarding of the initial teacher education qualification may be considered comparable to work at the professional level. This does not include supervised teaching practice undertaken as part of the initial teacher education qualification.
Part time employment of a minimum of 20 hours per week will be considered.
The advice AITSL provides is based on the evidence submitted by the applicant and does not constitute an opinion as to the veracity of the claims made or a guarantee of the awarding of points under the skilled migration points test. Determination of points remains at the discretion of delegated officers of DIAC.
Any enquiries or reviews of the skilled employment statement issued by AITSL should be addressed to DIAC as part of the General Skilled Migration visa application process.
J. Payment details
The cost of an assessment is AUD550. Payment options are foreign bank draft, Australia Post money order, bank cheque or credit card.
It is advisable to notify the bank of an overseas credit card transaction to avoid the payment being blocked and subsequent delays in processing an application.
Make bank cheques, foreign bank drafts and Australia Post money orders payable to ‘AITSL’.
A refund of AUD500 is only issued if an applicant withdraws their application before the assessment of their application has commenced.

The applicant must notify AITSL by email of a request to withdraw an application. Once the assessment process has begun, no refund will be issued. K. Applicant declaration
The Applicant declaration must be signed and dated by the applicant (not by the agent) and a certified copy of a passport sized photograph of the applicant attached. An assessment will not commence without this declaration. Complete the checklist to confirm all the documents required have been included in the application.
Electronic applications will not be accepted.
L. Application checklist
Note the AITSL requirements for certification of supporting documents. Assessment of applications will be delayed when supporting documents are not appropriately certified.
Translation of documents
All documents in a language other than English must be translated into English by an accredited translator. Applicants must provide certified copies of the original language documents and certified copies of translated documents.
Graduates from Australian universities
Applicants, who have completed qualifications at an Australian university in the six months prior to submitting an application, are not required to provide a final award certificate. These applicants are required to submit a final academic transcript for each year of study. If the transcript does not state that all the requirements of the award have been completed, an official statement confirming completion of study from the university registrar is required.
For studies completed in Australia more than six months prior to submitting an application to AITSL, a final award certificate must be submitted.
