有印度佬已经给 DIBP 问了此事，
Mostafa Fsl Australian Department of Immigration and Border Protection today i saw the report of 4th november skillselect eoi.Here i found 2633- telecom engg. reached to 182 out of 300 in 65 point till 19-09-2013 2.18 pm (http://www.immi.gov.au/.../index/reports/report-2013-11-4/) but 22 October result it was 150 out of 300 in 65 point till 10-09-2013 11.24 pm.My question is how can 32 number (150 to182) fill up in 65 point within 10 days? the number is seems to me absurd.

The Occupation 2613 ceiling & invitation sent figures were:

7th October round, ceiling:1916 - Invite sent to 186 candidates
21st October round, ceiling:2118 -- invite sent to 202 candidates
4th November round, ceiling:2501 -- invite sent to 383 candidates -- THIS DATA VIOLATES THE PRO-RATE RULE (186 EACH ROUND- CALCULATED AT THAT TIME CONSIDERING JUNE 2014 TO HAVE LAST ROUND).

any comments/explanations about the data? Is it still the pro-rate basis rule being carry on?

the number of invitations issued in SkillSelect will vary according to the number of eligible EOIs that are in the SkillSelect database and if certain occupation ceilings have been reached. Please continue to refer to our published reports on our website: www.immi.gov.au/skills/skillselect/

说明pro rata很可能不是之前大家猜测的：同样的邀请数目平均分到每一轮，而是根据当前申请量动态变化的；

总之，鬼佬把这个东西搞得充满了各种不确定性，让常人无法简单地洞悉其中的规律。。。

我个人还是觉得下半个财政年递交的人会比较少，所以把后面多余的名额拿到前面来。我觉得理由有这几个：
首先六七八月份申请的人较多不管是Onshore 还是Offshore。因为 onshore的留学生是6月毕业，所以七八月递交的人数很多。而对于offshore的人，那时候州担保还没有关闭，因为大量周担保获得者使得这几个月人数增加。然而到了现在，首先ACS要求减年限，因此很多人offshore的人分数不够走190,不幸的是州担保缩水。因为年底这段时间符合要求的人不多。

再者，澳洲面临圣诞节，很多机构包括评估机构都要休息，所以整个进度就会变慢。比如留学生毕业在11月份到12月份之间，准备材料，ACS评估，体检，雅思等等最快也得明年4月才能准备完成，因此也就是说从现在到明年4月，onshore的人应该减少。但是offshore的人基本不变。

个人意见，大家多多指教

名额翻番了，但这EOI的生效日期也没咋变，跟我之前预测的“一轮推进半个月，也就是一个月消灭一个月”一样
