请问：

your IELTS TRF Number to show you have a band score of at least four and a half (4.5) based on all four components.

这句话的意思是指4个4.5还是平均4.5？

不过看主申雅思要求的描述：
IELTS TRF Number to show you have a band score of at least six (6) on each of the four (4) components – speaking, reading, listening and writing.

主申和副申的差别在于：on each of the four (4) components 和based on all four components。这个有区别吗？个人的感觉怎么是平均4.5。

有没有权威出来解答一下？
