关于能否在提交申请后再提供雅思成绩的比较正式的说法

前情提要：本来是打算先不发这个帖子，让那些正在准备烤鸭的同学能安心复习。不过看到大家已经争论得这么激烈，作为一个曾经有过同样疑问和苦恼的人，觉得有必要把自己知道的一些信息披露出来。

还有一点就是，不想因为看了这个帖子，然后冒出一堆人写信给移民部部长，搞得人家以后看到中国人就烦。人家NICE那是修养好，具备了一个职业政治家的精神，不像我们天朝的部长（跑题了。。）

再次申明，希望大家还是多去看官网的官方消息，如果看了之后实在是觉得有矛盾的地方然后又在论坛里没有定论的，再去问移民部，信里最好能把事情的逻辑说得清楚些（有理有据有节），别让人家觉得咱们国人逻辑差（我的雅思作文的大弱项啊），更不要自己啥情况都不清楚、官网都没怎么看就发信过去，这种事情一多了，人家以后就不爱理咱了。。。

好了，说正文。3月的时候我的雅思还没过，当时在官网上看到关于雅思的几种不同的说法。一种说是必须先有合格的雅思成绩才能提交；另一种是只要在提交申请后的28天内拿到合格的雅思成绩即可；还有一种甚至说只要在分CO前拿到就可以。因为官网上的信息本身也有矛盾之处，localau和滴答上也不能给出肯定答案，最后好不容易才找到移民部长的邮箱，斗胆写了信去问一下，也没想到人家一定会回复咱，毕竟咱现在连个TR都不是，甚至连旅游都没去过澳洲。半个月后，收到一个移民部的独立技术分部的DIRECTOR替部长回复的信。大家可以参考一下。

给移民部长的邮件正文：

Your Excellency Minister for Immigration and Citizenship Chris Bowen,

Now I'm preparing for my application of Skilled – Independent (Migrant) Visa (Subclass 175). I'm an offshore applicant and so far I haven't got score of IELTS. The following links of IMMI show different descriptions about the timing of the latest date when I should provide the evidence of English language ability.

A) 'You must demonstrate that you meet the English language threshold. This means that you must provide evidence of your English language ability before the department makes a decision on your application.' -- http://www.immi.gov.au/skilled/general-skilled-migration/175/eligibility-english.htm

B) 'Applicants should not delay in providing their evidence of English language ability. The department will not delay finalising applications where English language test results have not been provided at time of application. Applicants will have 28 days from the date of application to provide their English language results if they did not provide them at time of application. My understanding about two upper descriptions: I can submit my application of GSM before I obtain my evidence of English language ability. As long as a case officer begin to handle my application( make a decision), I must provide my result of IELTS within 28-day period.

My questions as below:

1. If I haven't result of IELTS at present, can I submit my online application of Skilled – Independent (Migrant) Visa (Subclass 175)?

2. If the answer of last question is Yes, is my understanding correct? If I'm wrong, could you please give an clarification?
