就目前的政策来说,留学移民首选 加拿大.留学移民主要有三个途径:
1.SPP 计划（Student Partners Program,即中加国际学生合作计划）
2.CEC经验类移民（Canadian Experience Class,既联邦经验类移民）
3.省提名 PNP 省提名政策
个人通过前段时间对加国移民局政策和各省移民政策的分析,得出了结论是:
留学移民最佳途径就是走联邦下的PNP.
这个各省的政策不一样,其中最推崇的就是安大略省的bullet project( 子弹计划?)
只要在安省拿到硕士或者博士学位,就可以申请移民. 安省的学校很多,好学校更多.除了魁北克的mcGill,BC省的UBC以外,排名前十的名校基本都集中在安省了 waterloo,Queen's, mcMaster, Toronto等等, 其他省,如曼省,阿尔伯塔省也有相应针对留学生移民的优惠政策,不过安省是较发达的省,对毕业后的就业也比较有优势.
补充一点,选择留学移民是有风险的,毕竟是长期投资,时间,金钱, 由于政府的政策上有不稳定性,很难保证毕业后这些针对留学生的优惠政策还有效,所以建议楼主的外甥不要为了移民而留学,真正选择自己喜欢的专业,万一留学移民的政策发生了改变,自己还学到了一身本事,也是值得的. 把移民当做留学的附加奖励吧,最重要的还是学习知识. Studying abroad only for immigration's sake is unwarranted.

In order to apply to Opportunities Ontario as an international Masters graduate in Ontario, students must:

Have graduated from an existing Masters program at an eligible publicly funded university in Ontario.(从认可的安省公立大学获得硕士学位)
Have completed a minimum of one academic year degree program, while studying on a full-time basis.至少完成一学年全日制学习
Apply within two years of the date on which their Masters degree was granted, or in the alternative, during the last semester of completing their degree.毕业两年内或毕业最后一学期时申请
Currently be residing in Ontario.目前住在安省
Have legal status in Canada (i.e. study permit, work permit, temporary resident visa). Refugee claimants and asylum seekers are not eligible for the program.在加拿大有合法身份(学生签证,工作签证等)

Demonstrate at least one year of residence in Ontario in the past two years.过去两年内至少在安省注满一年
Not have further studies as their main activity in the province (e.g., pursuing a PhD or another degree/diploma). Graduates are allowed to pursue further studies, if those are necessary to meet registration requirements in a regulation occupation in Ontario.没有继续上学,如博士等.

Ontario international PhD students may apply for the program from within Canada or from overseas.

Important(适用于硕士及博士)
International students subsidized through the Canadian International Development Agency (CIDA) grants or home country scholarship with return obligations will not be eligible for Opportunities Ontario unless such obligations have been fulfilled.接受加拿大国际发展署CIDA提供的或祖国提供的带返回义务的奖学金 则不能申请 PNP
