关于acs的rpl里面project report中要求的"certified verifiable statement"

project report里面有如下文字：

vi. References

References are required to substantiate the experience cited in the above project report. Please include verifiable certified statements from your referees.

同时，前面Areas of Knowledge部分的最后也说：

Please submit certified verifiable statements from your employers to support your claims.

请问，这两处提到的“certified verifiable statement"是个什么东西？我明白它是一个老板或者上级同事出具的关于你所写的知识掌握情况以及项目描述的一个类似证明的东西，问题是这个东西要以什么方式、格式来提供呢？

certified显然是要公证，那么verifiable怎么理解怎么应对？还有statement要不要有witness来见证，是不是就像一个 statuory declaration ?
