Thank you for your email. Given that planning levels exists for every occupation, once the planning level has been reached for an occupation, no more applications will be processed even if they have already been submitted online and documents received. Applicants are encouraged to apply for sponsorship as soon as they are ready and send all their documents as soon as possible. Delay in submitting a complete application may result in non-acceptance of your application due to the achievement of the planning level.
There is nothing preventing applicants from lodging two separate State Sponsorship applications, provided they have two separate positive skills assessments to support it. There would need to be two separate online applications completed and two complete separate sets of supporting documentation provided. However Immigration SA would only approve the first application that was assessed, should the application meet all of the requirements.

你如果要等ACS下来再申请另外一个州，可能时间上来不及的
因为SA担保有效期限现在才1个月，在此期间必须提交176/475申请，否则担保作废，所以大多数是等不及另外一个州给你offer了
